On 18-19 November 2013. International Coal and Climate Summit took place in Warsaw, organized by the World Coal Association (WCA). The Summit was held under the banner "Clean coal technology - opportunities and innovation". Its task was to develop a clear signal to the world that coal is an important part of climate policy, which should play a significant role in the process of low-emission transformation. For this purpose, Warsaw Communique, signed by Deputy Prime Minister Janusz Piechociński and the president of WCA Heng Xiwu, was developed, where the appeal to develop practical solutions on environmental challenges allowing coal to be an available and reliable energy source was included. One of the important points of the Summit was the technological panel led by prof. J. Dubiński on innovative methods of coal usage, among others through underground coal gasification.
